Nora Nienhagen Greenberg, JD

Chief of Staff

Nora Nienhagen Greenberg is the Chief of Staff within the Division of Public Safety. She is responsible for supporting the Vice President for Public Safety by coordinating and managing high level projects among University and DPS team members and overseeing strategic planning and analysis. She also serves as the chief liaison to various University and City Offices, ensures compliance with all City, State and Federal laws, and helps oversee emergency communications to the Penn community, including the UPennAlert system.

Nora comes to DPS after serving in the Philadelphia District Attorney’s Office, where she prosecuted violent crimes as a member of the Family Violence and Sexual Assault Unit and most recently the Homicide Unit.

Nora is a proud Penn graduate who earned her BA from Penn and her JD from Temple. Prior to attending law school, Nora conducted extensive research and data analysis of education policy as part of a grant-funded think tank at Penn. She also worked at a consulting and strategy firm where she engaged in project management with a focus on government affairs and business development.

In her free time, Nora enjoys spending time with her family and continually finding new places to explore in the Philadelphia region.
